Kieran is a seasoned expert in Central Bank Digital Currencies (CBDCs), who served as the Financial Institutions Solutions Project Lead for the Eastern Caribbean Central Bank (ECCB) Blockchain-based CBDC Pilot. She has been instrumental in championing digital currency adoption and innovation through the ECCB's groundbreaking CBDC Pilot, which received the prestigious 2021 Central Banking FinTech & RegTech Global Award. Her contributions to this project earned her the ECCB 2021 Impact Award. As a strong advocate for digital transformation, financial inclusion, and empowerment in the Eastern Caribbean, Kieran actively participates in ECCB's working groups for FinTech and Payments and Settlements.
Over the past five years, she has increasingly focused on sustainable finance as the Programme Lead for the Greening the Eastern Caribbean Financial System at the ECCB. In 2025 she was recognized as the ECCB 2025 Impact Awardee and nominee for multiple awards, showcasing commitment to development and implementation of innovative financing and risk mitigation solutions, renewable energy transition and sustainability.
Kieran's most notable achievement lies in spearheading the design and rollout of the World Bank-financed Caribbean Resilient Renewable Energy Infrastructure Investment Facility. This award-winning initiative, recognized as the Best/Most Innovative Financing at the 2025 Caribbean Infrastructure Forum (CARIF) Industry Awards, which will significantly advance resilient infrastructure development in the Caribbean. The groundwork for this project was laid in 2019 when Kieran and her alumni research team won the IFC-Milken Institute Capital Market Game Changers Policy Shark Tank.
With over 20 years of progressive experience, Kieran oversees complex regional projects that require substantial leadership and collaboration with member governments and partners, including multilateral funding agencies, national regulators, and financial sector service providers. As a distinguished speaker, Kieran has participated in various high-profile events such as the: Annual Caribbean Renewable Energy Forum, IFC Sustainable Banking and Finance Forum, United Nations Forum for Mobilizing Partnerships and Financing for Renewable Energy in SIDS, Global Sustainable Island Summit, Central Banking Autumn Meeting, Milken Institute Dialogues and Conferences, OECS Council of Ministers of Energy Meetings, and the Caribbean Conservation Finance Congress
Kieran holds the distinction of being a 2018 Graduate Scholar of the IFC-Milken Institute Capital Market Development Fellowship Programme at George Washington University School of Business; during which she interned with a New York based global private equity firm. She is an accredited director and affiliated member of the Chartered Governance Institute of Canada; with professional certifications in project management, advanced primary market operations, climate finance and FinTech.
