Chika Phiri is a Zambian legal practitioner and financial markets regulator with a diverse range of experience in securities regulation, commercial and civil litigation, corporate advisory, conveyancing, and employment law. As a Manager Law Reform and Enforcement at the Securities and Exchange Commission Zambia, she supports the development and enforcement of the country’s capital markets framework and contributes to aligning the framework with regional and international standards.

Chika is an IFC–Milken Institute Capital Markets Scholar (Alumnus), having completed the Capital Markets Program at Georgetown University in May 2025, and previously served as an intern with the Global Blockchain Business Council (GBBC) in Washington, D.C., where she contributed to the Global Standards Mapping Initiative (GSMI) and regulatory mapping for over 200 jurisdictions in the blockchain and digital assets space. Her interests focus on digital assets, blockchain-enabled capital markets innovation (including tokenisation), risk-based supervision of non-bank financial institutions, and sustainable finance.

Chika’s professional background includes heading a dispute resolution department in private practice, where she led complex commercial disputes and alternative dispute resolution, and advising corporates and quasi-government institutions on high-stakes legal and regulatory matters. She holds a Postgraduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education and a Bachelor of Laws from Oxford Brookes University, and has undertaken specialised training in financial technologies, arbitration, climate and sustainability law, and sovereign credit ratings. She is a member of the Law Association of Zambia and a Fellow of the Chartered Institute of Arbitrators.
