The Philippines
Maura Lizza Espina is a senior public finance and asset management professional with over a decade of experience in sovereign cash, investment, and risk management. She currently serves as Director of the Asset Management Service at the Bureau of the Treasury, Department of Finance of the Philippines, where she leads multi-division operations managing the financial and non-financial assets of the National Government.
She has built strong inter-agency and multilateral partnerships, leading high-level engagements with development partners, government agencies, and financial institutions to optimize loan and grant receipt and disbursement processes in line with Philippine country systems. Her work has contributed to key public financial management and capital market reforms, including fund management operations, portfolio and risk management system development, and national assessments such as PEFA++, PIMA, and DRR-PFM.
Her expertise extends to digital public financial infrastructure, having spearheaded the implementation of the Budget and Treasury Management System (BTMS), contributing to the overall Government Integrated Financial Management Information System (GIFMIS). These initiatives support the Philippine Public Financial Management Reform Roadmap, integrating risk management, performance monitoring, and governance frameworks.
Beyond core operations, she has led international conferences and study visits under the Public Expenditure Management Network in Asia and the ASEAN Treasury Forum, promoting regional knowledge exchange on government cash management. She continues to contribute to the Philippines’ Public Financial Management Reform Roadmap (2024–2028), with a focus on digital PFM and IFMIS institutionalization.
Mau holds a Master’s degree in Finance from the University of the Philippines and is an IFC–Milken Institute Capital Markets Program scholar at George Washington University, reflecting her strong engagement in global capital markets and development finance.
