Angelina Kwan

Angelina Kwan is a Hong Kong-based financial services executive and former regulator, currently serving as the Chief Executive Officer of Stratford Finance, a consulting firm specializing in regulatory and operational advisory services for financial institutions and digital asset businesses. Stratford Finance helps firms navigate complex regulations, strengthen governance, and build resilient operations in both traditional finance and Web3 sectors.

With a career spanning senior roles at global institutions, Angelina has worked at Hong Kong Exchanges and Clearing (HKEX), the Securities and Futures Commission of Hong Kong (SFC), Cantor Fitzgerald, and IMC Asia Pacific. She has also held leadership positions in the digital assets sector, including roles as senior advisor, Group COO, and Group Chief Risk Officer at HashKey Group and Bitmex.

In addition to her executive roles, Angelina contributes her expertise to various Hong Kong Government Boards and committees, including the New Business Committee of the Financial Services Development Council. She chairs The Women's Foundation and serves on the boards of the Ebenezer School for the Blind, University of Wollongong Hong Kong, Web3Harbour, Chevalier Hong Kong, and Zurich Life Insurance.

Angelina is a Certified Public Accountant in multiple jurisdictions, including the U.S., Hong Kong, Australia, and New Zealand, and holds degrees in finance, accounting, business, and law from prestigious institutions, including Harvard Law School.
