Cornelius Kalenzi

Dr. Cornelius Kalenzi is a scholar and practitioner in Information Technology Engineering and Management. He holds a Master’s and Ph.D. from the prestigious Korea Advanced Institute of Science and Technology (KAIST), where his research focused on digital transformation, applied Artificial Intelligence (AI), and AI policy and governance. He also holds a Certificate in Blockchain Technology and Strategy from Oxford University's Saïd Business School. Dr. Kalenzi has demonstrated exceptional leadership in international multi-stakeholder projects and scholarly publications, passionately leveraging digital technologies to build inclusive societies. As a Post-Doctoral Researcher at KAIST, he led critical research projects, including a Google-funded initiative on AI for maternal health in Bangladesh. His work has significantly shaped AI adoption frameworks and policy development in South Korea and across Asia. Dr. Kalenzi has successfully collaborated with stakeholders from academia, public and private sectors, and international organizations such as the African Development Bank, European Commission Joint Research Center, United Nations, and the World Economic Forum (WEF). His global impact extends through his role as a Project Fellow at the WEF's Center for the Fourth Industrial Revolution (C4IR) in the USA, where he analyzed the strategic implications of emerging technologies and co-authored a white paper on global approaches to regulating crypto assets. As a consultant for the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), he developed policy frameworks for digital healthcare transformation in the Asia-Pacific region. Dr. Kalenzi has led and contributed to numerous policy reports, white papers, and peer-reviewed academic publications. Notable works include studies on AI for social good in Thailand and Bangladesh, the transformation of healthcare in the post-COVID-19 era, and the governance of emerging technologies. His thought leadership is also evident in his publications on digital innovation policies, telemedicine, and the future of online education, featured on reputable platforms including the World Economic Forum and various media channels across South Korea, France, and Europe. Committed to nurturing future leaders, Dr. Kalenzi has mentored several Ph.D. and master's students at KAIST and the KDI School of Public Policy. He has also taught courses on Information Technology, Sustainable Development, and ICT Policy and Strategy.
