Mustafa Baltacı is a seasoned expert in the financial services and fintech industries. He currently serves as a Supervisory Board Member at Azerbaijan's largest credit union, Embafinans, and is the CEO and Co-Founder of Cuzdan, an e-money institution regulated by the Central Bank of Azerbaijan. Notably, he launched BitAZN, the country’s first-ever cryptocurrency exchange.
Beyond his executive roles, Mr. Baltacı is a prominent ecosystem builder. He is the Co-Founder of KOOPHub, a community enabler and accelerator for financial innovation in Turkey and the surrounding region. He also serves as the Chairman of FintechPark, a boutique advisory firm specializing in financial technologies, and is a Co-Founder of Istanbul Fintech Week, a premier global gathering for finance and technology practitioners.
Previously, Mr. Baltacı held several high-level positions, including:
Vice Chairman and Deputy CEO at Borsa Istanbul.
Secretary General of the Federation of Euro-Asian Stock Exchanges (FEAS) for nearly five years.
Board Chair or Director at the Kyrgyz, Baku, Sarajevo, and Montenegro Stock Exchanges.
Board Member at Takasbank (Istanbul Settlement and Clearing Bank), the Central Registry Agency, Global Compact Turkey, and the International Integrated Reporting Council (IIRC).
Earlier in his career, he contributed to global governance and national reform:
World Bank (2005–2006): Worked within the Governance Department.
Regulatory Reform: Headed Turkey’s Regulatory Reform Group (2006–2009).
Government Advisory: Served as an Advisor to the Deputy Prime Minister for Economy (2008–2009).
Banking: Served as a Board Member of Ziraat Bank (2007–2009).
