Tetsuharu MINOWA is a financial researcher and government liaison at the Nomura Research Institute, Ltd., Japan's first full-fledged private think tank and IT solutions provider. He specializes in digital finance, international financial regulations, and capital market analysis.

Prior to joining the firm, he spent more than 17 years as a Japanese government official. At the Ministry of Finance and the Financial Services Agency, he led diverse public policy initiatives, including the supervision of the capital markets and the banking sector, as well as international financial regulations.

From 2021 to 2024, he was a consul at the Japanese Consulate-General in New York, where he monitored the recent developments in the U.S. digital finance as well as promoted investment in the Japanese economy through seminars and one-on-one meetings with investors.

He is a member of the Bretton Woods Committee. He holds a B.A. in economics from Hitotsubashi University and an MBA from University of North Carolina.
