GBBC Response to the ICO Consultation on Distributed-Ledger Technologies and Data Protection

GBBC has submitted its response to the UK Information Commissioner’s Office (ICO) consultation on how data-protection law applies to distributed-ledger technologies.
GBBC welcomes the ICO’s pragmatic approach and its recognition that privacy safeguards must be built into system design. However, the response cautions that technical fixes such as off-chain storage or “hashing-out” risk re-centralising control, undermining the decentralisation that makes DLT transformative.
GBBC calls for role-based accountability, clearer guidance on demonstrating “data beyond use” without over-centralising custody, and illustrative case studies to translate principles into practice.
The UK has the opportunity to lead in proving that privacy and decentralisation can coexist — and GBBC stands ready to support the ICO in shaping that future.
