Shoukat Bizinjo is a globally respected regulatory and digital-finance leader with over 28 years of experience at the State Bank of Pakistan (SBP), the Central Bank, where he played a pivotal role in shaping the country’s financial, payments, and innovation landscape. During his tenure, he led and contributed to landmark national initiatives including the National Financial Inclusion Strategy (NFIS), Electronic Money Institutions (EMIs), Payment System Operators and Providers (PSOs/PSPs), and the National Payment Systems Strategy (NPSS), helping modernize Pakistan’s financial infrastructure and expand digital access.
As former Head of Cross-Border Payments and Payment Systems Policy & Oversight, he worked on digital payments, cloud and data governance, regulatory sandboxes, cybersecurity resilience, along with his works on digital asset, open banking, CBDC and host of other areas of innovation. He also contributed to policy development on technology risk governance.
From 2023 to 2025, Shoukat served as a BIS Community of Practice member on Cross-Border Payments and ISO 20022 and an active contributor to AFI, CCAF, IFC, IMF, and World Bank initiatives on open finance, competition enablers, regulatory innovation offices, and cyber resilience. Currently, he is member Advisory Board of a leading university and Digital Champion for the Digital Frontiers Institute.
Presently as Global Head of Regulatory Affairs at Simpaisa Group, he oversees regulatory engagement across MENA, South Asia, Canada, the UK, and emerging markets, guiding compliance, licensing, and cross-border expansion strategies. He has remained a contributor/speaker at forums organized by AFI, GSMA, BMGF, Academia etc,
As a GBBC Ambassador, Shoukat brings a regulator-level perspective to advancing responsible blockchain adoption, tokenization, digital public infrastructure, and interoperable global standards, supporting innovation while safeguarding financial stability, integrity, and inclusion.
