GBBC Response to ESMA Consultation on MiCA Knowledge & Competence Guidelines

GBBC, with the support of its EMEA Working Group members, is pleased to have submitted a response to ESMA’s Consultation Paper on Guidelines for the assessment of knowledge and competence under MiCA.

We welcome ESMA’s efforts to establish a harmonized, proportionate framework to raise competence standards across the crypto-asset sector and enhance investor protection.
Our response stresses the importance of:
-Proportionality and consistency with MiFID II
-Clear definitions around roles—especially “information provision”
-A modular, risk-based approach to training and certification
-Avoiding premature centralization of training providers
-Embedding crypto-native modules on AML/CFT, market abuse, and forensics
-Distinct tracks for technical and advisory staff, recognizing function-specific expertise
We strongly support ESMA’s objectives while urging a flexible, market-led path to implementation that accommodates crypto’s pace of innovation and diversity of roles.
