GBBC Submits Response to FCA Discussion Paper 25/1: Regulating Cryptoasset Activities

The Global Blockchain Business Council (GBBC), supported by its UK Working Group, has submitted a formal response to the FCA’s Discussion Paper 25/1, which will inform the development of the UK’s cryptoasset regulatory regime under the Financial Services and Markets Act.

We welcome this important initiative to bring regulatory clarity to cryptoasset activities and promote market integrity, innovation, and consumer protection in the UK.

Our submission offers detailed recommendations, including:

  • Calibrating best execution and transparency requirements to reflect crypto market dynamics

  • Supporting innovation while enhancing consumer protection in staking

  • Proposing principles-based guidance for decentralised finance

  • Encouraging harmonised reporting across on-chain and off-chain activity

  • Managing conflicts of interest through proportionate and outcomes-focused requirements
